- experiment in failed ideology. Now Russia is at a critical
- juncture in its struggle to be reborn as a democracy. Even as
- Bill Clinton turns his attention to domestic issues, he has both
- moral and selfish reasons to care about Russia's success. Global
- security depends on it, and by providing U.S. help, Clinton can
- make it more likely that he will remain free to tend to the
- urgent business at home.
