  17. three wars, 60 million dead, a people enslaved by a 70-year
  18. experiment in failed ideology. Now Russia is at a critical
  19. juncture in its struggle to be reborn as a democracy. Even as
  20. Bill Clinton turns his attention to domestic issues, he has both
  21. moral and selfish reasons to care about Russia's success. Global
  22. security depends on it, and by providing U.S. help, Clinton can
  23. make it more likely that he will remain free to tend to the
  24. urgent business at home.
